Personal income taxes (13 %) and social insurance costs (26,2% and 10,2 % and finally 2,2%) are now much lower in Russia than in previous years. So called "black" and "grey" salary payments have decreased and still are decreasing. They are replaced with  very legal "white" salary payments. Personnel administation with officials and all byrocratic systems continues to be heavy and costly to the companies.
